Important notes on ECTN/BESC certificate procedures when exporting to Africa
Updating the list of countries tightening the inspection of electronic certificates before ships arrive at ports and the penalties for violating shipments.

Since the beginning of Q2/2026, customs authorities of many West African countries such as Senegal, Ivory Coast, and Cameroon have simultaneously stepped up the inspection of electronic cargo tracking notes (ECTN/BESC).

Any goods imported by sea containers without a valid ECTN number displayed on the Master Bill of Lading will be refused unloading, and the cargo owner will be subject to fines of up to 2,500 EUR/container.
